A new government forms and some ministers sit at their desks and say...." You know what? Some of the stuff the last fella did was OK so I won't change that" The problem is EVERY new government has to change EVERYTHING whether it needs to be changed or not to justify their position. Whatever party or ideology you align to, NO political party is 100% right. 5 year fixed elections then 'all change' is NOT democracy, especially when vague/empty promises in the form of Election manifestos are all we have to go on. They should be legally binding with no 'get-outs' like "we didn't know this would happen at the time we made the pledge..." If you can't deliver don't promise or pledge! Last few Government elections have been like ordering and buying a new car, say a new shiny BMW in blue, and when collecting it finding it has turned into a VW Golf in yellow because " We were unable to supply the vehicle you ordered because they don't do that colour anymore and the manufacturing costs have gone up so the price has changed and you can afford the new one".
As a teacher I wholeheartedly agree with you. The older more cynical teachers don't even bother changing to what the new fad is as, as they say, everything comes back around again every 10 years!
My wife (retired) said the same. The latest fads e.g. Gove? and his phonics strategy for improving literacy at the time, were just one of MANY different strategies she used concurrently. Of, course 35 years of teaching and an additional degree level qualification in language development, which she studied for during her time as a teacher, means nothing compared to the mighty intellect and educational expertise of Gove and his advisors (most of who have probably not set foot in a classroom in years, if at all, or were unmotivated/uncommitted/ not very good so move on at the first opportunity).
