    Witness protection program then, he's not just got on a train got off at Barnsley and walked straight into a council house, he's been moved to a safe house until he as to go to court and grass by the sounds of that

    Landlords rent to the council, terrace houses on town end are all owned by property developers, but have council tenants in them
