that is just wrong, if the club are judged by the Welsh Fa then it is they who should admit the club into Europe, not the English Fa
they are judged by the welsh FA which is exactly the reason that they were not allowed qualification into europe via the FA cup. Cardiff (and swansea and wrexham) come under the welsh FA for absolutly everything, registrations, disciplinaries etc (they even play in the welsh premier cup and recieve prize money from it), the only thing that they have to do with the english fa is that they are allowed to enter the english Cups (remember that the football league is not run by the FA). The FIFA/EUFA rule states something like clubs can only qualify via competitions of the national FA that they come under, cardiff come under the welsh FA.
