It took me 4 1/4 hours yesterday using the M50 route but that includes a 25 min stop for a p and drink break at the services and 20 mins stood on the M25 for an accident

There are roadworks on the M50 as you join at the junction with the M5 and around the tunnel at Monmouth on the A40 but these caused very little delay on the way down

As for the speed cameras did not see any apart from on the M25,so drive with a featherlight foot from the junction with the M6 toll to the hopwood services and the roadworks on the M50 and you will be ok

I set off at 10am and did not see any footie traffic untill joining the M4 at Newport so believe 3h 30m is a realistic time

    Good luck

    Bri

PS. I had the outlaws in the back so did not wellie it
