easiest thing would be to sterilise everyone at birth. This could be reversed when they have proven that they can contribute to society!
anyone with an unspent criminal offence (should not be given the option until a significant period of time has passed perhaps 3 years)_. anyone who is unemployed/unable to support themselves financially. I'm not intending it to apply to everyone. Anyway practically it is impossible which is a shame. It was a stupid comment by me! A bit like Blair's cash machine marches!
DT I' not saying I'm a Saint. I've admitted it was an impractical/stupid idea. However I do think I am a decent citizen. A decent citizen should; Not commit crime. Support themselves if they are capable. Make additional efforts to contribute to society at whatever level possible. Perhaps voluntary work. Have a general level of decency and respect towards their fellows.

Just remove the warnings on stuff "Don't iron clothes whilst wearing" "Warning - contains hot liquid" on a cup of coffee etc Natural selection should then weed them out!
