    You could try Audacity

It's free and quite easy to use.
You need to download an mp3 codec for it separately but that's also simple (and I'll tell you what to do if you can't figure it out)

    http://audacity.sourceforge.net/download/

Let me know if you need any help.

You'll lose a generation of sound quality that way

MP3 is lossy, so continually re-encoding the file will degrade the sound. Audacity (is superb for a freebie) and it will open an MP3 directly, but you will have to re-encode the file afterwards, so that's not ideal.

You need to edit the file directly, so give something like this a try: http://mpesch3.de1.cc/mp3dc.html
