Everton hold all the cards at the minute I honestly dont think they'll sell unless the price is huge. Providing Stonesy is happy with it the best move for them would be to hang onto him until after the Euros. If he performs there and England get to the quarters/semis his price will rocket. There'd probably be interest from Spain too. The flip on this of course is from Stonesys view he stands a much better chance of starting the Euros as a Chelsea player. Despite being just as good a footballer when player for Everton.

I'd say £35-£40m would do it. Although Everton would need a replacement, which might be more the issue now the season has started. They know his value will only go up, so unless they're looking at strengthening elsewhere they're not really under pressure to sell.
They're extremely unlikely to sell this window with only 2 first team centre backs on their books including Stones after letting Distin and Alcaraz go. The only others they have, have little or no experience. If they let Stones go, they'll be in a real fix defensively and time isn't on their side with the window closing soon. I'd imagine we'd see a replacement signing come in before they let Stones go, if it happens this window, which again I don't think it will.
His performance on Setdi and Chelsea's poor defence performance at Man City alone adds a extra £10m...I reckon he'll go for £40m
The Sun are reporting 35 million so Everton will have just under 30 million if the 15% sell on is true. But then they will need three defenders before the transfer window shuts when they have struggled all summer to find the two they already needed. Last weekend they won having to play all the three senior defenders they had available and a rookie in Galloway alongside them. They have started the season well so for the hassle of trying to rush through a number of deals they would have to be heavily compensated. That's why I reckon he will go in January for even more than what's talked about now.
I think Everton's problem is financial. Nowt of any substance to spend. Unless they sell. £30m+ can get them 3 or 4 decent replacements. He's on his way soon.
