I think they should make people learn for at least a year. It gets drivers used to a variety of different conditions. I also think they should make it compulsory for drivers to do a certain length of time on a motorway and at night too. I also think they should limit young drivers, say under age 25, to small engined cars, maybe 1.3 max, unless you have extenuating circumstances which cause you to need a larger engine vehicle. All of these things will help bring the price of insurance down.
But what about if you want to learn quicker Archey like i did. If i didn't fail the first time for something stupid i would have passed in about 28/30 hours. I was fine at that stage too Archey.
Some need to pass quickly to help them with their work though Other than that it should be a more varied test (conditions,roads etc) and some sort of update is needed ....at the very least a periodical eye test.
But that's what annoys me with some young drivers, they spend a fortune trying to pass first time, and in a couple of months and before you know it, they've written their first car off. I tend to find the better drivers are the ones who were learning for a longer period of time. You gain more experience that way in the hands of a qualified instructor.
