They get top dollar because they spend enough to keep players further into their development than we do. They gave Watkins a new contract after getting 10 goals in each of his first two Championship seasons, and was probably earning considerably more than Woodrow is currently on. Similarly for Pinnock, imagine he was playing for Luton and got promoted. Luton would've set a valuation, and we'd have offered a fraction of it, like we are doing for Whiteman, while Brentford go in with a realistic offer. Problem for Brentford is, they had Watkins step up when Maupay left, but they can't guarantee that with whoever replaces Watkins, and their model looks like it is reliant on either promotion or a big money sale.
