Correct. Harris is going back to Cardiff next month, so that could provide another possible opening. As would a permanent signing in January. All this is assuming the owners of Blackburn are willing to do a deal with us.
We've already got more than we're allowed to use in a match day squad. We'll need to invest in a display case to house the unused loan players, still in their original packaging.

If I was the CEO, or the owner, and I'd already made funds available for 6 loan players, one of whom has to twiddle his thumbs on a Setdi afternoon, and the manager came to me asking if he could bring yet another loan player in, meaning there would then be two wages being paid out to players who are not allowed to play due to the rules of the game, then a couple of words would spring to mind. One of them would be 'off' and the other would be '****'. It might well be accompanied by a boot up the arse.
The ceo wants us to succeed so will surely do what's needed? We tried like hell to get JOS at start of season, it didn't come off, I think if LJ wants him the we'd be mad not to try if we can do it (budget, SCMP etc). I'd hazard a guess that 2 or 3 of the youth loans are costing little in wages.
Where do we stop though? Say we bring in O'Sullivan, and then another player that Johnson really 'can't turn down' becomes available, do we sign him on loan too?... at which point we'll have eight. O'Sullivan is a tidy player, but he's not a world beater. Better players than him will become available. Do we make an exception for Smith (who took us to six, but can't get in the team) and O'Sullivan (who will take us to seven), but stop there, or do we keep going? I'd like us to sign O'Sullivan. What I wouldn't like us to do is get five loan players in before the transfer window shuts, before we know exactly which type of player we'll need and before some of the better loan players become available, which puts us in the kind of predicament we are in now. All of which was entirely predictable and that's without any injuries to key Barnsley players which could mean we have to dip in to the loan market again.
I can't argue with any of what you're saying, mistakes were made in the summer with loan recruitment but that shouldn't stop us bringing in another if we need to. The decision is the CEOs and managers. As a fan I just want to see a successful team and JOS would undoubtedly contribute to that, as he proved last season he's a top top player in this division. I don't think we could get better tbh. We are where we are with regards to loans, can't turn back time, although if the contracts allow we could certainly look at terminating a couple early. I'd not be looking to cut off our nose to spite our face though just because some of the loans haven't been a success. As I said I'd reckon some of them will be cheap, maybe even free on wages, as youth loans. Hopefully some of the others that have worked will be made permanent in January.
