he'll need a sizeable 'fund'. A Striker. Left Midfield. Left Footed Left Back. Another Striker. Creative centre midfield that can shoot straight. Etc.

Isn`t Leon that naturally gifted creative midfielder, that was brought in ready for when Howard left, or his he the left sided midfielder?

In a midfield 5

I think Leon is a good shout. but in a 4, he's not suited to either wing and doesnt graft enough for playing as one of a central pairing, just my opinion like. Might not be as expensive as you think bringing 4 bodies in if 2 of them are loans, of the right calibre of course. That said, a few Prem managers have already said they wont be allowing players out on loan in Jan, and its all about where you are in the league table ie if you're in a relegation scrap, it doesnt appeal to some.
