I believe the ECB are more than eqaully to blame for the 22-20 debacle. They claim Rafiq is an additional overseas players? Not only have the ECB allowed him to play for England, he actually captained England under 15s! The ECB knew about the registration problem after the Notts match. They did not inform Yorkshire they would not be allowed to play. The ECB met in the morning, but still allowed supporters to travel only to be told that the match was off! Scandalous.
Yorkshire have held their hand up and admitted they mead the mistake, the problem isn't the ECB's but how they handle it is. The lad may have played for England u15's and 16's but your eligibility for them isn't totally dependant on Nationality (daft as it sounds). Once he played for the Senior side he came under a new set of rules and regulations Yorkshire made the mistake of thinking he would be the same.
Nope the fault is with Yorkshire end of. Every club should know who is registered and who is not. That is one function of a club secretary. I'm a Yorkshire supporter and would love them to win the 20/20 and everything else for that matter, but they should be thrown out and Notts play Durham in the last 8. </p>

Of course it is Yorkshire's fault. There is no getting away from that. However the ECB have handled it very badly, allowing all those supporters to travel!

So how would you handle it? You learn a few hours before a match that one of the teams could have fielded an ineligible player to reach that match. In that time you have to confirm the player is actually ineligible and then make a decision. This hasn't ever happened before in the competition so the decision you make sets the precedence for similar occurrences What do you do?
well for starters we know they knew about the registration problem soon after Notts match! They met in the morning before the match. What they could have done (in the very least) was announce a postponement on the morning of match rather than allowing the supporters to travel!
i still find it amazzing that the ECB allowed him to captain the englnd under 15's and play at u17 level, yet when it comes to county matches they sort of wash their hands of anything to do with him..................................
There are conflicting views as to if they knew and this is the crux of the problem. I think they knew he might have been illegible in one circumstance earlier (they were going to back date his registration so he was able to play senior cricket and would have been legible to play) but were only told that the lad had a Pakistani passport on the day (he is therefore an overseas player and it is more than just him becoming registered properly). They then had to confirm things and make a collective decision between people who are probably scattered over the country and that isn't a 5 minute decision.
Ok fair do mate. Still a **** up! They should have clarified far earlier, as should Yorkshire CCC. Who said anything about him not being able to read and write?
The good thing for Yorkshire though is that the worst that could happen is for the match to be replayed since this is what happened when Worcestershire did it against Gloucestershire. Otherwise we'll see Yorkshire taking the ECB to court.

Yeah, he's played for Barnsley all the way through the youth ranks and through the senior sides up until he played in the Yorkshire League and then Yorkshire took him to play in their academy. He lives on Gawber Road near the curry house and speaks with the broadest of Barnsley accents. He came to England in 2001 and was schooled all the way through Holgate. As you would expect of a talented lad, he's brash and very self confident. But perhaps you have to be growing up in Barnsley with a bit of colour in your skin.
