Yes. I had a lad and lass who had been caught grafittiing the community centre that I look after. They were both instructed to come down one Saturday morning to clean the graffiti. 2 social workers 1 male 1 female came to supervise, I was the told that because of health and safety they couldn't use chemicals to remove the paint only soap and water. The lass turned up in white trousers and a white top and declared " I'm not f**king doing that! i'll ruin my clothes!" so she was allowed to stand there for 2 hours watching the lad try to scrub paint off with soap and water whilst sharing cigs with the female social worker. After 2 hours that was it. Finished! As you can imagine not a jot of difference to the paint, just 2 hours of my time wasted as I had to be there to open the centre in case either of them needed to use the toilet. Not impressed! 2 hours of birching would have the desired effect.
