    According to a World football expert I've just listened to (no it wasn't anyone off here) they can actually bid.

    Their ban is from World competitions and the Euros are a 'regional tournament'.

    Hope they do though. The voting would be akin to the UKs performance in the Eurovision Song Contest and like you said you find out who your friends are :)
