I'm not sure myself either, I seem to recall something about us having a cap imposed because we had been in administration though but wouldn't have a clue how that would work.
Total wage bill is capped according to turnover, correct. Doesnt stop you from offering someone £20k a week, but you might end up with a squad of one.

wage cap my understanding was when Shep was in charge and Brian "let me go" Howard wanted a payrise to match Luke Steele, he said we had a wage cap which wouldnt be broken to prevent us from going into admin again.
