It does, or at least used to He wasn't a free agent during the period where the transfer window was closed. If he had been a free agent since christmas then we could sign him, he was at west brom though so we couldn't. If what you are proposing was the case then west brom would have released him and we would have signed him month's ago. In fact, the likes of manchester united etc would be buying players all the time by getting club's to release players and then selling them their own young players that will never make it for 20 million when the window opens.
