    The Bank of England has named 19 of the 24 air terror plot suspects.</P>

    It follows an instruction by Chancellor Gordon Brown to the Bank of England to freeze the assets of the 19 people arrested on Thursday in connection with an alleged plot to blow up passenger jets leaving UK airports for the US.</P>

    If they are old enough to get married or commit an adult crime, they should be named, but it doesn't often happen.

    It's the Bank of England naming them

    for purposes of freezing their assets, so probably something to do with legal reasons surrounding freezing their financial assets.
