My house ( owner of the vehicle )

Oh right I was under the impression it would come to mine. And then I would let the police know who was driving the vehicle at the time

The registered keeper is responsible for the vehicle as it is assumed they keep it and use it so they are the ones who know who is in it. The owner is simply the person who paid for it or was given it

Owner of the vehicle is the registered keeper. The police can only access the registered information. If you own it it should really be in your name, if she leaves you the car will be hers to take.
