    So the figures on traffic accidents show that only 5% are caused by drivers exceeding the speed limit

    this is bad news if you want to keep the revenue generating "safety" cameras as clearly the focus is in the wrong place. cue spin

    Fortunately for the government fatal accidents have a higher % due to speeding - it increases to 11% - still not headline grabbing enough though really. Then someone spots that 17% of fatal accidents are caused by drivers travelling too fast for conditions brilliant add the 2 together and almost one third of accidents are caused by "speeding drivers" - speed camera policy can happily continue <s>generating revenue</s> improving road safety.

    Interestingly if you read the report in a bit more detail speed cameras cause accidents at roadworks

    roadworks with no active speed enforcement have a similar accident rate to normal motorway
    visible police patrols reduce the accident rate by 27%
    Gatso style speed cameras increase the accident rate by 55% !!!!!!!!
    average speed detect cameras made little difference (statistically insignificant increase)
