Cubase will work, but its difficult to get hold of (legally...) CubaseSX is best, its audio-visual processing software, but you can extract sound from a dvd as a .wav file sample, which in turn can be cut up depending on what bits you want and then saved into wmp as a .wav of a compressed (mp3 or wma) file. Hope this helps!
