RE: dispensation for the last 3 years There should no longer be a 3 year grace period. It's been in force long enough and should, by now, have been extended to the whole league.
why? Terracing isnt intrinsically dangerous. its used in other sports and the lower leagues with no problems. its only dangerous if you pen supporters into a small area and then open the gates to let far too many scousers in. Not sure seating would be much safer in similar circumstances. The logic used is laughable in any case - it implies if the ground was packed then terracing would be allowed, but if its only half full its too dangerous? Cardiff allowed to keep theirs because they would be turning fans away if all seater
