... appears to have been caused by two men trying to nick his taxi, then slamming the door on his head. Taxi ranks - the source of much trouble, seen it before. Better organising or policing of these, especially in the early hours, might save a lot of trouble - much of which goes unreported.

When they tried to organise taxis outside Pharaohs the staff took all the abuse. Pissed up morons unfortunately. Can't legislate for everything.
Why ? Taxis provide a service. If they had to police it themselves then the costs would have to go up. Perhaps have a few CCTV cameras in position with a response team ready to act might be in order.
