Was it that cold that the boys in blue had their balaclavas covering everything on their face except their eyes? All I could see was darting eyes wrapped in a neon yellow outer

More likely it's so you can't recognise them when they do you over.

It's a cotton head over that is flame retardant. They were wearing flame proof overalls in case of petrol bombs, they take the high-vis outer off and they pull the perspex visors down (and carry 3/4 length shields). Although a full on riot was unlikely, it's standard uniform for football duties these days - nothing to do with identification as they are all still required to wear their shoulder numbers.
