In the old days when tellies looked like tellies and not like a sheet of paper the detector vans would pull up outside your house and point a directional ariel at the front door and 'see' if you were receiving a programme. They could do this because the TV would radiate radio frequencies (RF) at a specific frequency as the signal passed through the tuner and was mixed, amplified and demodulated etc. Question is, if you are using a computer as a TV, say with a Haupage tuner in he PC, or even an external box that plugs into the USB - is it still detectable?
it kind of is and it isn't they can trace you through the RF signals but its not that easy or accurate. its mainly off a database now. they take the view that everyone has something to receive a tv so you have to almost prove you dont when they come round. if you have a PC they take that as a givn you can watch tv As an example of how tight they are on this. When i bought that digi box for you I had to give an address to Argos to provide to the tv licensing people. I told them the hospital

When I was a student... many years ago, we went for 2 years without a license and then the new boy ******** that the landlord moved in with us bought a license and then didn't renew it a year later. Cue a knock on the door from the TV Licensing people asking why we hadn't renewed our license and can we have a look around. So we all got done for having unlicensed TV's. We finished Uni a couple of weeks later, didn't pay the fine and all sodded back off home with leaving return addresses. We later found out the house was raided a few months later much to the annoyance of the new renters. So, if you currently have a TV license and decide not to renew it expect a call from the authorities.
That too You have to look at how much money you have and your outgoings - council tax, rent, food, tv license, beer - then decide which you can afford and which you need. So all our money went on beer, well, you've got the rest of your life to worry about council tax etc.
A friend of mine didnt have a TV He used to get really fedup of them knocking on the door sending him letters etc He really didnt have a TV and as pointed out earlier the onus is on you to prove you havent got one not the other way round
