This is only what I heard at the time and it makes a lot of sense to me.
Structurally (i seriously cant spell) both sides of the west stand are as sound as each other, that isn't an issue.
Imagine that we are talking about the nice shiny new north stand for a minute. The left hand side of it is open and houses away fans, the right hand side of it is normally normally not needed so we close it because it would cost too much to pay for extra stewarding of a practically empty area. The reason that that part of the ground is closed is because of safety reasons, ie not enough stewards in it to protect the fans. It is exactly the same with the west stand apparently, half of it is simply not needed so we don't pay for stewards to watch it and so it is closed, the reason is crowd safety.
I could be wrong but it sounds like a plausable explanation to me.

So if we employed a few more stewards It could be brought back to life? That does make sense if its the reason And clearly there has been no need this season at all to do that so far
thats has it was explained to me the area of the ground is closed due to fan safety (no stewards to look after them) which is just down to the fact that it isnt cost effective to have stewards looking after 10 people or whatever but that the stand itself is just as safe as the other half of the west stand. Could be wrong like
