I think the principle is correct. It means premier league clubs can't pinch young lads for nothing. However I'm not sure whether the sums are corect. Like you said if he is world class he will be worth a lot more than £1.3m. Would say there should be milestone payments. So for example if he plays for England £1m. If he makes 50 games for Everton £1m etc. The thing that is plain wrong is the initial fee. £65k is nothing to a premier league club. They argue they are taking a risk that he may not progress. However still feel they should pay more to ensure they take more "educated" risks rather than just Hoover up all the best lower league talent for minimal fees knowing that even if they become premier league regulars that will only cost them £1.3m.
I wouldn't blame smaller clubs from just chalking **** on their player development and academies. £1.3 million max is a bit of an insult if he does turn out to be a top player.
