this new offside rule - Park for Man U 2nd goal

5 yards offside, steps over the ball on its way in and he is deemed not to be active in play. Ok so the old rules meant you could see a goal go in the top corner and get it ruled out for offside but these rules make the situation worse. In my opinion the whole system is flawed because you can't be on the pitch, and certainly not in the box without someone on the opposing team paying attention to you that distracts them from the ball. Here though it was clearer still; he steps over it by an inch and it counts but if he gets a faint touch that doesn't alter the course of the ball it would still be ruled out even though the effect on the keeper's view etc would be the same.
