    Is it a cap on how much you are paying in wages today, or over the season ?,

    So reading that then you can field a team of youngsters on loan and academy players for the first half of the season keeping the wage bill down, then in the second half of the season you could bring in 3 players on big big money and still be in line as long as you don't go over the percentage of your income aloud.

    Yes but if you didn't get promotion you would probably have to free/pay off those big big money signings to comply the next year which would probably mean you getting relegated if the gamble failed.
