Wouldn't it make a nice change if the Government put out adverts like; "Burglars, we know where you are, you can't escape the system, we're coming to get you" "Parents, when we catch your scumbag offspring causing trouble on the estate you'll get an automatic £80 fine, there's no escape." What are the chances?
