UK now a third world country

I confess I was taken aback by this development. (That posh for gob-smacked). But, just had an email from an open source scientific journal (meaning authors pay to publish their science, but it’s then free online for the whole world to read). The email says in light of the expected funding cuts to science in the UK, papers with UK authors will now pay reduced fees to publish, as do those from developing countries.
Not sure if to be pleased or just insulted.
