I'm no expert on club finances, but how can a club like Portsmouth afford to make a loss of £23m?!?!

I always thought the finances were down to the chairman

The manager highlights the players he wants to sign but it's up to the chairman whether they actually sign them or not; and it's the chairman who decides transfer fees and wages.
