that in order to get a work permit straight up you have to play a certain number of games for your country in the last year is it? Again this is designed for the bigger clubs who'll be signing the bigger players who'll be first selection for their country. Totally wrong.

Not necessary. One of the big 4 in the Prem wanted to sign an international, but could'nt because the International side was too low in FIFA rackings, and this player had played in every International fixture.
You can always appeal as long as a club can justify a good reason why the player doesn't reach the criteria. Just as we did with Mostto. The rules are only a guideline, not rigid.

Thought it was there to improve chances for english players So you can sign an overseas player as long as he is better than most of the talent in this country i.e. an international player. But you can't take a gamble on an overseas player that no ones heard of just cause he's cheap, if your going to take a gamble you should be doing so on a home grown player trying to break through the ranks. Just one problem, for some reason (probably agents) english players have such over inflated prices. No win!
