I think that's true Just bad reporting. I just hope it's the important things that are taken into consideration (facilities, haven't hosted cup in 50 years, history etc.) rather than bizarre perceived ideas of arrogance and not being part of Europe. It riled me a bit to hear that the US are putting in a rival bid. Why the chuff should a non-footballing nation with a poor national side host it again when they hosted it in 94? If they get it, it really would hint that FIFA have sold out.
