What changes in football would you make?

On the pitch:
i would like to see us go back to the old offside rule so i can tell whats going on.
11 subs so Davey might pick a sub keeper.
That shielding of the ball by defenders to allow the ball to roll out should be classed as obstruction

Off the pitch:
4 up 4 down for promotion/relegation
only 18 teams in Premier league and 22 in Championship
revert other leagues into regional divisions

Any thoughts?

Foreigners signed by English clubs at an early age

should do so only on the agreement they do not play for their home country for six years, thus giving England first refusal on their talents should they be good enough.

the player can take it or leave it - if they're willing to commit to England when eligible then fine, create a team full of foreign talent in the England side (Fabregas anyone?) in time. If the players don't buy it, then more room for English youngsters to come through. That does of course assume you're happy with adopted players in the England side, which I accept not everyone will!

The Prem clubs wouldn't agree either, so all just pie in the sky, but it'd be interesting
