i would say if points no longer valid then it's clean, but then with mine i would wouldnt i, still got 3 points on
As far as insurance goes Over 5 years old points dont count anymore. I think the same for anyone requesting a clean licence for a job. (Drink doesnt expire after 5 years though) If you want a squeeky clean one - I dont know what benefit it gives you though, you can only get that by paying the DVLA to take your points off - or if you are lucky enough to move house they get removed when the address is changed. Strangeley the DVLA havent figured out charging you twice yet
