    He sings at top of his voice at all hours even though its funny he does get annoying...

    take up an equally amusing yet annoying hobby

    like the trombone perhaps..and play that at allhours..he will soon get the message, my neighbours had the annoying habit of playing their music quite loud. Nothing that playing my Frank Zappa collection at similar decibels did not cure
