I'm a huge fan of the burnout series Mix between racing and crashing - it's good fun, and anybody can play. But if it's simply racing you're after there will be better options. Can't comment on a steering wheel, haven't used one.
Gran Turismo 4 a bit old now but still the best and there'll be no more versions on this platform. Realsim is great and there is a huge choice of cars and ways of doing up cars realistically ie. with parts not spoilers and paint jobs. I recommend the Williams F1 steering wheel which has a gearstick (push up or down) included which can be used as well as flappy paddles.

The number of cars is incredible and the subtle differences are brilliant.</p> Don't bother with a steering wheel though - they never give the satisfactory feedback that you're looking for the sensitivity is always wrong.</p>
