Who happens to be a Stokie, there is/was a Stoke fan who bore a strong resemblance to Tom Jones. The other fans used to goad him into singing them a Tom Jones song & the one he did most often was Delilah. It seems it just stuck from there.

Still on the subject of odd songs, why do Bristol Rovers fans sing "Goodnight Irene"?
