    It wasn't for me. Something was delivered to the wrong address, left in a 'safe place' and then disappeared. The seller, courier, eBay and Paypal just hid behind tracking that simply said it had been delivered. Luckily my credit card company took notice that the description of where the item had been left couldn't possibly relate to my address and refunded me.
