If you push, with two hands in the chest, the guy who is man marking you, just before the ball is played in, then you're going to have space and it's nowt to do with zonal marking or players not doing their job. It's a clear foul and a failure by the referee. Referees are there to stop this happening and he didn't.

I think if Phillips had gone down it could be seen as a foul. He did get a push in the chest with both hands, but it’s one of those, if it happens anywhere else on the pitch it’s a foul. In the box, holding, pushing, blocking and shirt pulling is deemed fair game
