    Exactly..

    The govt departments such as foreign office home office etc have permanent secretarys and staff that are unelected but are subservient t'royal establishment.. and hold power over the elected ministers in their department even if they are Labour. Hardly democracy
    To say they have no power is a fallacy ..

    OK, I know of someone who assisted in the financing of individual tenants right to buy of their council houses from 2001. He is now the landlord of said properties, which he manages along with others in his portfolio through his Ltd property management business.
