How many more people must die until dog licensing is brought in?

    This problem has been occurring many years.
    Most of it is the owners fault, who has no idea what keeping dogs and how they need training is all about
    The next problem is when a child appears in the family. Most dogs are demoted down pecking order and they do not like it. They become jealous and can attack children on an off day.
    Then Owners are not aware that children do not understand dogs and just want to play with them. They can pull the dogs hair, jump on them , poke them , and the dog will react and in the wrong way sometimes. Then all hell lets loose, and a family is in double grieving having lost a child and their beloved dog.
    It has been occurring ages and the law has to work out how to prevent it

    That's just what happened by sounds dek.
    Owners brought dog in from God knows where then just left it to integrate.
