On my 50 mile commute today - I've witnessed somewhere between 50 and 100 drivers breaking the speed limit - didn't see any of them being fined. It's just one of those 'repeat it often enough and it sounds believable' phrases. I'd guess today there were at least 100x more speeding offences than thefts; and thousands of speeding offences for every assault. So there may have been hundreds of speeding tickets issued - but you've still far more chance of getting away with speeding than you have of getting away with an assault. I haven't had a speeding ticket for nearly 20 years - I won't admit to speeding since then - but there's every chance I have doe it thousands of times.
