    Forward planning by the state. They usually get slated for not making enough effort.

    aye,it was forward planning alright,so much so that they now want it locked away in a vault.

    If you are trying to quell or control civil unrest, there's bound to be a need for forward planning.

    They had to keep control. And went a bit overboard in demonstrating the power of the state. So what?

    The unnaceptable part was not that. It was the subsequent falsifications. Which led to prosecutions. Which led to acquittals. Which led to compensation. So sorted.

    If you think that the police don't tell lies generally, away from Orgreave, from time to time,if that what it takes to get Joe Villain put away, then you're holding them in higher esteem than you should.

    What else do we need to know?

    I was going to answer more fully, but I don!t think I'll bother, you just clearly don't get it 'They had to keep control ' and ' went a bit overboard' my word.
