It's confusing for sure, but if Barton smacked Stendel in the nose whilst shouting ' you German ****** '. That's racially aggravated right there, no matter what colour skin they are .
Not sure, unfortunately we are not in possession of all the facts. But for he/she to be arrested on that specific charge tells me they have gathered significant evidence to be able to do so.
Punch someone in the face while calling them out for being a foreigner is quite racist if you ask me.
It's about as clear as mud right now so I guess all we can do is wait for the facts to come out. I still think it's Barton though.

Yes. "On 28 February 2007, the House of Lords ruled[7] that use of the expletive "bloody foreigner" amounted to racial abuse under the Act, and held that the legal definition of "racial group" went beyond colour, race or ethnic origin to include nationality, citizenship and national origin".
You have to laugh.. Dan will love this..https://newsthump.com/2019/04/15/jo...ager-clash-over-kants-categorical-imperative/
So if our manager was from Pakistan and got a smack in the nose from the opposition manager whilst he shouted you paki ****** is that not racially aggravated?
Yes I would say it was, but I would argue that was a derogatory term directly linked to the person’s race. A white person calling another white person a ‘German c.nut’ isn’t. I don’t think. Grey area innit.
'Racial' was redefined by the House of Lords in 2007. It now includes nationality. Here's the CPS guidance https://www.cps.gov.uk/legal-guidance/racist-and-religious-hate-crime-prosecution-guidance
