That's exactly it, they'd have ran out of time because the race director gave the signal for them to do it so late. Needed to be about 3 seconds earlier. Basically all cars WERE allowed to overtake but because of the late call only about 5 managed to do it before they had to call in the safety car for the last lap

The SC should not have come in until the lap AFTER the last car has passed. The last lap should not have been raced. Even Massi has basically admitted he made the call to get a last "racing" lap on the radio conversation with Toto Wolff. That wasn't his call to make. His job is to apply the rules, not make them up...
Exactly they were desperate just to get a lap in with those 2 racing. can’t blame red bull and can’t blame the fact they had stopped for tyres / that’s the race- but the desperate decision by the F1 on moving just enough cars and then bringing the safety car in just to get a grandstand finish was awful.
I know. I said that. He should have made the call to let the lapped cars pass a lot earlier. One other thing is they really need to speed up how quickly they clear cars as they seem to be much slower these days, often taking two or 3 laps before they even decide what to do

No problem at all good sir. As much as I do feel for Lewis Hamilton here I think that it could be a good thing for the sport as they're going to have to make some big changes to the race day governance
Bottom line is Masi broke the rules to the extent that the race should have, by FIA rules, finished under the safety car. LH would be WDC. Even worse Masi has admitted to Toto Wolff he changed the rules (beyond his pay grade') to engineer a finish effectively guaranteeing MV the title. Could see this getting very messy. MV could find himself stripped of the title if Merc so decided to challenge in court. FIA/Masi would not have e legal argument to counter it. I doubt that will happen though.
