That seems to be by design, possibly a result of political **** waving between Johnson and Burnham re: Greater Manchester restrictions. I don't think Govt want to keep places open, but they want to use financial support and handing over contact tracing to local authorities, as carrots to say that lockdown was a joint decision between Govt and local mayors. It stinks because the support should be a given, and the contact tracing needs to be made a local initiative so local public health officials can have more chance of solving the actual problems that lead to increasing rates.
This would be even worse than the curfew is. It would add more pressure to industries like hospitality where households cannot mix and as soon as everything is opened back up cases will rise again.

I’ve had to begin consultation process with the 6 staff still on furlough, ones been with the firm over 20 years, it’s fkin horrible having to sit down with folk and explain that their jobs are ‘at risk’ knowing there’s nowt I can do but continue the process to its inevitable end.
London appear to be going in to tier 2 even though the rates don't warrant it........ Now why would somewhere want their town or city moved to a tier with heavier restrictions? Because you get twice as much money per person for it......
