If it was known to only last a year then people could have a repeat vaccine. The problem would be assessing who needs another dose of the vaccine - if they still have immunity after a year then possibly another vaccine could cause health problems If it didn't give lifelong immunity one of the problems would be assessing when someone's 'vaccine protection' had expired. For some people it could be over 12 months but for others under 12 months. Then there's the issue that vaccinating someone who already has protection may overload their immune system?? Having said that it may be possible for someone to self test periodically to see if they are protected.
Do you have any concept of how much furlough is costing and how much the recession will cost? In the circumstances £90m is proper fvck all, they'd punt it without a second thought and it is absolutely no indication of the likelihood of having vaccines by September.
