I'll have a go at answering your questions, but I'll wager I'll get them wrong.

    1. How much room should you give a cyclist?
Lots. I don't know what the distance should be, but I overtake a cyclist in the same way as I overtake a car. ie I move out in to the other lane or the other side of the road. If there is traffic coming in the other direction, I wait until it has passed before performing my overtaking manoeuvre, just like I would if I was passing a car. I would also leave the same space in front of me as I would if I was following a car.

    2. Is it legal for cyclists to ride 2 abreast?
I don't know, but I would have thought so.

    3. Is it legal for a cyclist to ride in the centre of a lane?
Again, I don't know, but I would have thought so.

I think for the majority of cyclists (myself included when I am on a bike) that you are correct - but there are a minority who dont seem to think that way - my above example actually relied on a car braking to avoid him even though the car had no reason to expect someone to jump the lights - thats just stupid but I do think people like that will feel even more at liberty to take those risks once they believe that cars have to avoid them no matter what they do.

Dont misunderstand my point - I think there are lots of things that could be done to make cycling safer - In fact I stopped cycling to work in a previous job because I got fed up of having to take evasive action from cars driven badly. I just dont think the proposal above is a good one

    1. I dont think the Highway code gives a precise figure but says something like as much room as you would a car - generally a couple of metres is a good idea
    2. Yes
    3. Yes

But dont confuse legal with sensible if you are a cyclist :)
