I totally agree that they never intended it. If they had they had a chance of securing the same/more votes in the red wall next time. I just can't understand how they think they can get away with it twice. Make a promise once and get the benefit of the doubt, renege on it and they've blown it. That is incompetence. BTW Don't think Johnson will last much longer, Tory press seem to have it in for him re the sleaze row. I always thought the men in grey suits thought he was dispensible.
He's in full blown panic mode now for sure, hence the U Turns but the trouble with the Tory machine is that they always, always have someone equally as nasty, if not worse, ready to step up. It's like a never ending nightmare of over priveliged Toffs thinking they're entitled to govern whilst seizing the chance to grab and loot all they can, wreaking havoc both on the country and on the people they were elected to serve !
